Kea DHCP acts wierdly

In DHCP Static Mappings i got IP address (192.168.168.110) of my web server reserved for a long time.
I restarted the web server and instead of getting static IP address it received DHCP (192.168.168.122) address from pool.
I turned off the LAN interface on that VM (xcp-ng), cleared the DHCP (192.168.168.122), cleared the ARP table entry, turned on the LAN interface, and VM still receives DHCP (192.168.168.122)
i then deleted the network interface, created a new one with new MAC address, made a new entry in static mapping table, and VM received another DHCP entry, instead of static. Clearing dhcp and arp didn't help.
I switched back to ISC dhcp server and it assigned correct static IP address.
This kind of wierd behavior appeared several times (not every time) on different instances of Kea DHCP server.
